The charts are helpful to show to crime-fearin' friends/relatives who don't understand numbers. They need to be required viewing for a certain unnamed fear-mongering political party and the LameStream media.

This really makes me wonder what happened in the late 60s and early 70s? Seems like it doesn't get discussed enough.

Hippies, essentially. ;) The baby boom generation started entering their late teens and adulthood during that period, which is prime criminal age range, at the same time that the active destruction and degradation of social mores throughout the West started accelerating.

Primarily coming, then as now, by the leftist activists in academia and their growing dominance over collegiate thought due to the Marxist "Long March through the Institutions". You also had "soft on crime" political responses to the reactionary political responses to legitimate civil rights activities, which all enabled the rise of Marxist revolutionary violence, again centered around university staff and students.
