The stats to check if it is medical-based survivability, assuming all else is equal, are the Attempted Murder and Aggravated Assault numbers. If a person happens to survive what would have been a criminal homicide or Manslaughter, that's the crime that should be reported. If those show a reverse correlation, then medical intervention might get the nod.
