I also object to trying to rank an entire city. Houston can take almost an hour to cross in an automobile. Crime rates vary wildly depending on where you are. Years ago I studied the local police crime map in my neighborhood, and realized that the crime rate was easily double if you were within 2 blocks of the freeway, or certain cheap apartment complexes in my area. Assigning a single number to something very complex is just silly.

Law enforcement officer numbers depend on a number of factors of which the crime rate is only one and not the most determinative at that.LEO numbers depend on how many officers the jurisdiction can afford, what the priorities of the governing body (city council, etc.) may be, and, sometimes, what the public will tolerate. I suspect Irvine has the lowest number of officers because that's all they can afford.

Hate crimes shouldn't even be considered, because it necessarily includes other crimes already reported. The concept of "hate" crimes depends on accepting the premise that an aggravated assault, for instance, is somehow more egregious because of the motivation of the perpetrator as opposed to the perpetrator's actions.
